The story begins in a chaotic household where young Joe grows up surrounded by constant fights between her parents. To escape the tension, she hides inside kitchen cabinets or climbs out the window, quietly observing the world outside as her only source of comfort.
Years later, Joe is now an adult, but the scars of her childhood still linger. One morning, she wakes up late again and rushes to prepare for work. She works as a cleaner in one of the tallest skyscrapers in the city. Just as she’s about to leave, she receives a call from her younger brother Michael’s workplace. Michael, who is autistic, has apparently interfered with company data and leaked confidential information to the press. When Joe arrives, the manager angrily informs her that Michael is being fired immediately without compensation. Joe argues back, frustrated that this is already his eighth job, but the manager warns that they could have pressed charges instead.
As they leave, Joe receives another call—this time from her own job. Her supervisor threatens to fire her if she doesn’t show up within two hours. With no one else to look after Michael, she has no choice but to take him along. In a rush, she tries to start her old motorbike, but it fails, forcing them to take public transport instead. They accidentally board the wrong bus and have to get off midway before finally finding the correct one.
When they reach the skyscraper, Joe enters an elevator alongside the company’s powerful CEOs, Jeffrey and Gerald Milton. A pregnant employee named Morgan joins them, but Gerald makes an insensitive remark suggesting pregnant women shouldn’t be working. Morgan fires back, pointing out that better maternity benefits would solve that issue.
Once Joe reaches her floor, her boss Derek scolds her for being late and assigns her to the most dangerous task—cleaning the building’s exterior windows at extreme heights. She teams up with a coworker named Noah. Meanwhile, Michael, left under a guard’s watch, wanders off and begins exploring the building on his own.
Elsewhere, the Milton brothers participate in a televised interview about their company’s success in renewable energy. Jeffrey confidently answers questions while Gerald appears distracted. Up on the windows, Noah talks to Joe about humanity’s damage to the planet, quoting the phrase, “All flesh is grass,” reflecting his deep thoughts about life and nature. Derek interrupts them over the radio, urging them to hurry as an important shareholders’ gala is about to begin. Before they part, Noah quietly suggests Joe take her brother somewhere nice after work, sensing her struggles.
As the gala preparations continue, Gerald entertains himself with drugs. Later, Michael finds Joe and asks to go home, but she insists she must finish her shift to avoid losing her job. Even after completing her assigned tasks, Derek refuses to let her down, forcing her to keep working. As night falls, Joe struggles in the darkness, nearly slipping off the building. At one point, her cleaning tool falls and accidentally hits someone below.
At the same time, a group disguised as performers infiltrates the building. As Jeffrey begins a speech inside, the masked attackers storm the control room and kill Derek and his team. His body falls onto the controls, causing Joe’s lift to suddenly drop. Simultaneously, the attackers release a gas that knocks out everyone at the gala except themselves. Trapped outside the glass, Joe watches helplessly as events unfold.
Inside, the group takes control. Their hacker, known as Z, locks down the building’s systems, announcing that the gas will keep everyone unconscious for hours. Their leader, Blake, reveals himself as a radical environmental activist from a group called the Earth Revolutionists. He explains that they’re not after money, but justice, demanding confessions from those responsible for environmental destruction. Anyone who cooperates, he claims, will be spared.
They soon realize Gerald Milton is missing. When Jeffrey refuses to reveal his whereabouts, he is tortured until he complies. Meanwhile, Noah is revealed to be part of the activist group when he finds Gerald hiding. Outside, Joe attempts to descend using a rope tied to her lift.
Blake shows evidence exposing the company’s crimes, including pollution, corruption, and even murder. When Jeffrey tries to bribe him, Noah loses control and violently attacks him. Blake stops him, insisting their mission isn’t about killing. However, it becomes clear Noah has his own agenda.
Outside, Joe manages to signal for help by burning material against the window to form an SOS, alerting the police. Seeing this, Blake sends Noah to deal with her. But everything spirals when Noah suddenly kills Blake and takes control, turning the mission into pure chaos. Blake’s body crashes through the window near Joe, allowing her to grab his phone and weapon.
Noah then manipulates the situation by pretending to be a hostage during a call with the police, using a pregnant woman as leverage. The media mistakenly identifies Joe as a terrorist, especially after Noah transfers millions of dollars into her name to frame her.
Detective GV, leading the response, investigates Joe’s past and learns she was once a Marine who quit after attacking a superior who assaulted her. This makes GV doubt that Joe is involved with the terrorists. Joe manages to contact GV, begging her to keep Michael safe.
Inside, forced confessions from the executives are recorded. GV also uncovers Noah’s past as a former environmentalist who became radicalized after repeated failures. When police move in without his approval, Noah detonates a bomb, killing several officers outside. Even his own teammate Z begins to question him.
Joe survives another explosion by climbing across the building’s exterior. With help from a sniper, she breaks back inside. She eventually reunites with Michael, and they hide together. When attackers find them, Joe fights back fiercely, killing several of them, while Michael surprisingly assists, even throwing a grenade that eliminates another threat.
Meanwhile, Z finishes compiling evidence against the company, but panics when Noah reveals he plans to kill everyone before releasing it. As she tries to escape, Joe saves her by eliminating an attacker. Together with Michael, they reach the control room, where Michael stops the video from being uploaded.
Joe contacts Noah, provoking him and making it clear his plan is failing. Furious, Noah vows to kill her. Joe warns Detective GV and asks her to protect Michael. As police storm the building and rescue survivors, Joe sets up a final confrontation with Noah.
In a brutal fight, Noah gains the upper hand and demands the hard drive. However, Joe outsmarts him by secretly removing the bomb attached to him. Realizing too late, Noah is kicked off the building and falls to his death, with the bomb detonating harmlessly below.
After everything ends, Detective GV asks Joe for the missing hard drive. Joe claims it’s gone, joking about the money transferred into her account, though GV insists it must be returned.
Days later, the recorded confessions of the Milton brothers are leaked online, exposing their corruption to the world. Public outrage destroys their company.
In the end, Joe finally finds peace, sharing a quiet and happy moment with Michael as they sit together, safe at last.
